The Government reviewed whether various activities involving unauthorised access to and use of subscription broadcasts that are not currently criminal offences under Commonwealth law, ought to be made offences.  In this context the term ‘unauthorised’ means that these activities are carried out without the authorisation of the subscription broadcast provider.
